Unfortunately I think the people that used to sell stuff for 99c and then charge $10 for shipping (as an example) are the ones that caused this to happen - they did it to avoid selling fees, and so Ebay now charge on the total including shipping in order to stamp this out - just means honest sellers have to pay more now.
