IMO, The Cigar Company would have been the distributor that ordered the chips.
You would need their records to find out who TO was.

BUT!!!!!!!!!!!!!
The population of Chisholm in 1908 was 6,000 - today 4,976.
So somewhere in between in 1919 when chips ordered.
A little research could turn up old TO.
Might have been only 1 TO in 1919.
Could be a wealthy guy as USPC chips were top of the line in those days.

If I had the chip I would go after him.
