I can't make a call on that. However, as it is an NCV, I would suspect that they might want to add it.
Using it for a wobbly table (as David would put it) was not why it was made, but using it as such makes perfect sense. I recall seeing a roulette chip being used as a shim on a blackjack table at the Colorado Belle between the table and the discard holder in an effort to steady the discard holder.
You might want to check the Chip and Token Report (historcal version) of Nevada Gaming to see if they list a NCV in a dragon mold.
