Your scan reminds me that once upon a time there was a set of signed chips by each of the winning poker tournament winners that accompanied the Club's permanant Poker Tournament Trophy. It included a set of NCV's from The Orleans (site of the 1st Tournament) and went on until about 5 or 6 years later and then just kind of faded away.

The set you have there was signed by me, but I can't say for sure if it came from the now defunct trophy, as I do recall being asked to sign a set by a Club member and those might be from that request.

Probably not worth very much, but they were signed as a function of winning the Tournament that year.
