I think this one should be answered "the one that starts moving first". Law reads that you must yield to the car on the right at an intersection (the answer the test wanted) but it also says if you have a chance to avoid a collision, you must yield to the other vehicle. So realistically, first to move has right of way.

Must you really stay over a city-block (500') behind a moving fire truck? That's one that surprised me, but apparently it's the law.
