The easiest way to create a chip (without the artwork) would be to create a mold using lost wax process, although it is not always very detailed. A rubber mold is made from an original, and used to cast copies.

The more expensive way is to use a computer to copy and etch a mold. My money's on this method.

from there, you have to add the artwork. Laser printers will get you there.

Anything that can be made can be faked. The Chinese have made an industry of it.
