I do not think it is possible to uniquely identify a chip with a number that could also accurately describe the chip in any fewer letters than to describe the same chip in plain English. In other words, it is far easier to use the existing numbering systems, like The Chip Rack (TCR) numbers for Nevada chips, than to come up with your own numbering system.
