We have all heard about some unsuspecting shmoe going to Europe and continuing using their cell phone to what they consider normal. Then getting home and recieving a Bill (which they do legitamately owe) for $245,000.00.

The Question is

What kind of Plan do diplomats have in place to minimize those kinds of consequences?

They may or may not be in Europe at any time so it would have to be in place continuously.
