TCR does have a date which is defined as: (this is right from TCR hope the authors don't mind)

"Estimated date of use: A probable date that this chips was in use at this casino. Based upon operating dates, mold, and educated estimates."

I would think any of the last 3 editions would have fairly accurate dates. Or you can just buy the latest 13th edition.
