I recently had the same sort of problem with Ebay and non-US bidder.
I listed a bracelet and someone with 0 feedback/just registered same week and in a European country (I had to Google it's name to see if it even existed) bid on it.I have to assume it is a scam buyer and also ignoring my shipping instructions w/o sending me a message via ebay if I would ship international.

I went through the Ebay process to cancel the bid,done after some work on how to and why...Prob took an hour..

I get a couple legitimate bids next 24 hours and a few minutes before the auction's close..This blocked bidder bids again and is high bidder with a minute left !!
Luckily for me the scammer got sniped in final seconds by a lady in California..Sigh of relief for me,as I would have probably had to relist,and offer some kind of second chance offer to a real bidder.
