Blanks were sent out from Burt and USPC to distributors. Distributors put hot stamps on them and sold them. There were many distributors including cigar stores back in those days.

If Rigdon sold them, you need the Rigdon records. Good luck on getting those. Several of us have put in many man hours looking for them.
