A seller can only leave positive feedback for a buyer. If he doesn't pay, he either gets no feedback, or positive feedback. I have left positive feedback for a buyer in this situataion, with a negative (truthful) comment, but my understanding is that eBay will remove anything negative left for a buyer if it's called to their attention.
