Is it customary for to assess a "Final Valuation Fee" for shipping?

Not know how I would ship the Sahara Door Pulls I had listed on for a friend, I used $50 as the shipping and handling amount. assessed a Final Valuation Fee of just under $5 on the shipping/handling payment of $50.

Is this normal? (Note also, this was in addition to the Final Valuation Fee for the $999.99 sale of the pulls.
