Photo is perfectly fine. You forget that there is a bend in the strip where the strip starts going NE. The bend is just to the north of the Caesars property. So the angle of the photo makes the sign appear on the other side of the strip. See image below. What I am demonstrating in the image is how you can photo the Caesars sign and place it on the other side of the strip, if the photo in question was not cropped at the bottom you would see the bend in the strip and the sign on the correct side. It is an illusion when the photo is cropped.
