It is somewhat doubtfull that picture was taken 1 week after completion. After completion, the water diversion tunnels were closed (at least partially) so that water could then begin backing up into the resevour. It took years for the resevour to fill (Lake Meade). This picture is from years after the lake filled, because we can see that the lake is down from a high point.

Still a nice postcard.
