Greg; I have not set up at chip shows ... yet I consider myself as a dealer... and so do my 180 new issues subscribers. If you are making money selling chips, and if you are required to report your sales to the IRS, in my opinion you are a dealer. I'm sure the state of Nevada requires table holders to report their sales to collect their share of the profits. I think the State looks upon those table holders as dealers.
I personally know that here in New Jersey, the state had confiscated the inventory of one coin dealer a few years ago who did not file his paperwork from the show held the year before in Cherry Hill, NJ when he set up at the next year's show. It was not until he turned over a check for several hundred dollars or more that the state police then removed the yellow baricade tape from around his table.
