The Top Hat hub is what Mason called a special die.
There are at least 2 different similar hats on hubs. One has a star on obverse.

I have both versions in my UFC file. I first sent yours to Hertz for ID 1998. The 2nd version in 2007. No card could be found on either one.

I am told there are 3,300 special dies in the Mason records and they are in no order. So, my guess is we will eventually find the records.

Collectors have placed both chips in IL and TX. There is no proof I know of for either ID.
