Maybe the reason for so many different colors had to do with an "on-site" game. Not so different from roulette, "patrons" could buy chips and then place them on specific numbers on some sort of "board" before a drawing. Having these chip colors would prevent arguments about "whose nickle was whose" and also prevent "last second" dropping of coins on numbers during a draw.
I don't know... just an idea.
