I have been sending out tokens using 000 bubbles and I am charged all over the place. This is at my local post office, another near by post office and at a local grocery store that has a contract station. One time I was charged such low rates I worried that the receiver would end up paying - so I sent the receiver a heads up just in case. It's screwy, not consistent at all.
