It's the Burt Co. Portland Maine chip with metal center -- blue with 4 white inserts.
The mold has circles bisected with 2 convex arcs and other lines.

Do you know the name of this mold, and what the design is supposed to be?
Was it ever used in play, to your knowledge? Perhaps Europe?
