I've been using the iPad for about a year and found that Photo-sort is the best for viewing chips the way I store them. I have each specialized collection in a binder(s) and the chips in 30 pocket pages. I scan both sides at 300 dpi and save them in a folder on my PC with sequentially-numbered file-names. With Photo-sort I can transfer them to the iPad within the App (using ftp) and see them as a series of collections on the screen. I can then select a collection and page through them a page at a time as if I were turning the pages of the 3-ring binder. I have minimum memory in the iPad and there is no problem handling a collection of a thousand or so pages. The App costs $1.99.
I haven't completely solved the problem of having the pages in the same order as in the binder when I update a scanned page as the App uses some kind of date-time to determine the sequence they are displayed in. As I rescan the entire collection about every 6 months this is not a big problem, but I'd like to find a way to sequence them alphabetically by file name.
There is a lot of work being done on iPad applications for photos which will work for any .JPG file and I expect there will be many other options in the future.
