Yes, I was going to point it out, but Jerry already mentioned it. You'll have to access a database. Since (obviously) your hand held device won't have that type of storage on it - nor would you want to - you're now talking about your app remotely connecting (online) to the database.
now, on a different type of related thing - they already got an app that scans a barcode (say for example a can of soda), and will within a couple seconds tell you where the closest store is and how much it costs to sell you that same can of soda. You'd probably want to create something similar but with a picture of the chip. Again, you're talking about copywrites, and table access, etc.
Probably in 10-20 years from now, no problem, today though - just not cost effective.
