If some form of recording medium was viable, then lets say Id be 'more lenient'.

Problem is of course that the majority of known (and probably unknown) repairs have been carried out by people who are not club members. We can't police everything and have done that argument to death in the past.

We just can't have people thinking it is ok 'per se' to alter or repair things.
Lets say someone buys two identical damaged chips cheap. They repair one for their collection and it looks really good. It could be too tempting for some not to repair the second one and sell it on undisclosed.
