I use padded envelopes, but on cheap or replaceable chips I use a small envelope. I may have sent close to 100 chips like that and never had a problem.
What you need to do is put the chip inside a coffee cup holder that you get at convience stores not to burn your hand. Then you have the clerk print a postage label and hand cancel it. Cost should be 64 cents.
