Not sure how you could make the jump to the colors being "painted" on. That would imply that someone would take the time to do this, yet not take the time to care where the new insert marks are placed. Simply look at the backside of the chip and you can see that the green insert marks are not located in an optimal location.
Add to the equation the known facts of chip color bleed (see below examples on b inder pages), and the known documented fire issues with the Harolds chips (see lower example of a Harolds Club chip cube)
Look up at Jim Follis's remarks in this thread. I believe he explains the way the color transfer became green, which appears to be a different color then the original insert color. The unusual nuances of this case are quite interesting. One more thing to make this hobby fascinating.
