I recently sold an item with some spirited bidding.

The winning item was won by someone with a rating score of (0).

This person still hasn't paid. I have sent them the invoice, twice. It has been about a week since the auction ended.

How long should I wait to cancel the winning bid, and offer a "2nd chance" offer to the 2nd highest bidder?

Also, do I have to let Ebay know about this?
