This is a souvenir from the millenium celebration at the Tropicana in 2000. It's an oversize inverted H&C mold chip. This was listed in earlier TCR as a $2000 promo chip, but it never was playable to my knowledge.

There appear to be scenes from the 20th century in the design. I can make out a football game, an astronaut, scene from Gone With the Wind, and the world plugged in (www). The other side is harder. I see a child getting vaccinated (polio?), American flags in a parade (VE day?)...
