May have only just been put into regular play but I think they were delivered a long time ago.

I believe the gaming board minutes related stated "approval is no longer necessary for chips below $1" rather than "no chips under $1 will be approved".
That change might be to allow for manufacturers not licensed in NV to supply cheaper chips for fractionals.
