Under no circumstances should a buyer be asked to pay for the cost of using PayPal or any other credit card company. The seller needs to treat the PayPal fee in his cost of doing business. I like the PayPal for its convenience, ease of use, and speed of payment. I'd never ever ask my new issue service collectors to pay for the use of PayPal.
