A Google search indicates another possible attribution - Seattle, WA. But the link there appears broken, so I can't get to it. There's no Google link to S. E. Nenno.

West Sales, the Montana distributor for Portland Card Co., which made these chips, sold a ton of early illegal clubs, and New Elliot Tavern was likely one of them.
