I once reported a situation were I found a userid that had bid on 43 auctions and every auction was from the same seller. And almost all of the sellers current auctions were involved. The items that were being bid on varied fairly widely.

Ebay wrote back to me that this was not a shill, they know because the buyer and he assured them that he wasn't shilling.
