I appreciate and was aware of what you say - that eBay does not have the manpower to checkout all or many of their auctions.
When I said "I am surprised this auction was not cancelled by eBay yet," I meant that I was surprised that the seller listed 21 auctions like this on Dec. 7th and that as of today eBay didn't receive a safe harbor complaint and cancel them.
