The Post Office Might send them back to you because you have insufficient Postage. They did this to me once on a Certified Mail Item and expected me to pay again. After a Talk with the Postmaster, they only charged me the difference. You are all right, almost all of them have no clue, of course it dosen't help when your company changes rates and creates new ones every month.
