I called the Border Grill and they told me the Good Neighbor Program is what they call their program to give locals a discount. There are no other places involved. So if you are a local you can go to Border Grill, sign up and get a 15% discount.

Also the Hiton till participates in what they call Home Town Hot Spot. Below is from their website.

"Local rewards include: 50% OFF show tickets to select shows; 25% OFF room rates excluding packages; 25% OFF in participating restaurants (including Benihana, TJ's Steakhouse and Casa Nicola); 15% OFF in The Spa; 15% OFF in participating retail outlets; player rewards."
