Luke -- you are safe if you pay the guy with a credit card-funded PayPal payment. Even if he takes the cash out of his PayPal account, you always have the last resort of ordering your credit card company to issue a charge-back, leaving PayPal out the money. If he has a poor or slim record with PayPal, they can hold the funds for 21 days or so, something they often do now. Of course, if you strongly suspect a fraud, don't pay him, etc.
Note: there are many ways to arrange making PayPal payments that are credit card-funded, even if you currently have a cash balance in your PayPal account.
