Complete story of Seymour coded Tiger chip

This chip is about as far removed from a typical Seymour coded antique gambling chip as it comes. Also, you can forget Dale's value of $10 - $14 for this chip.

The chip was made for William F. Kenny, a Tammany Hall (Tammany Tigers) power player in the 1920s. Note that I have included pictures of the building at the end of the writeup. Kenny's Tiger Room sat atop his building in NYC. The room was 2 stories high and 300 feet long. The man could spend money. The following is from a New Yorker Magazine article from 2005:
