You might be right. I have been in San Diego when they have shot similar looking deals off and they send them up at about 4am from White Sans New Mexico the we can see here in SE AZ. There is never a notice like you said and it really gets your heart pumping when you see one. They are very colorful and the "tails" are like a condensation trails that have prism like colors trailing behind and they seem to leave a trail that is not quite a straight line.
I have never seen one with a straight path like that and totally white light with no prism in the contrail. Very cool!
