I'm guessing that their injection mold tool is a 2-part configuration, where the inner part is interlocked inside the outer edge part of the mold. It's likely that the inner ring rotates and is locked in place before injection molding begins.
I think the chip on the right in your picture is the correct orientation, with the $5's spaced between the edge inserts. On the left-hand chip, I think the set-up was NOT correctly oriented, resulting in an incorrect placement of the inner ring $5's. So, I would consider the left-hand chip to be sloppy quality control and/or an "error" chip. As to rarity, it depends if lots of the incorrect chip were delivered and circulated, or if only this one, or a few, slipped through their quality control.
