Boot Hill is a commercial casino. The Kansas Lottery Commission takes bids to build and manage a casino from companies. The Kansas Lottery actually owns the casino, but it is built by the company that won the bid. The company that won the bid manages the property and gives the state of Kansas a fee (almost like a gaming tax on revenues) which is negotiated in the bid. Kind of unique in the gaming business.
