Robert, Have you found any other colors? The reason I ask is those might be player numbers, not table numbers. They probably played a b-a-s-t-a-r-dized version of European roulette and one table could have player number 1-6, table 2 could have had player number 7-13, and so on. I am not an expert on French or European roulette, but a guy I worked with years ago was an English croupier who had a real interest in the game and we had several discussions on the variations that were played over the centuries.
