I would consider it canceled, as they were intended to be a one time use chip. Either it is used or unused. As you know these chips were put out for the person who's name is on it as a birthday present. They would need to bring it in and play it.

That said, there are also blank, non engraved versions that got out. This is also the case for the second issue (1998) which is black and also has a cake and ballons. The second issue chips also came out with the person's name written with a black sharpie marker, sometimes with just the person's first name, sometimes with both first and last.

The black, second birthday issue can also be found in the blank, non personalized form. Both of the issues are not very common in the blank form. For the prices/values, here's what I typically have seen them go for: The first issue (1997) usually sells around $20-35 for the canceled version and $60-70 for the blank version. The second issue usually sells for $25-35 for the blank and $20 for the canceled/personalized version.
