What happens to the value of a semi rare chip that appears to be in mint condition other than a small (3/16"wide x 1/16" deep) gouge on rim?

Example:

$5 R-3 chip valued at $150 (Book/C&W) Ltd Mintage of 500. Chip has no wear except for the fore mentioned gouge.
What value would this chip now have.
Are there other factors to consider.
