I can see you are really concerned about your costs, John <g>. Nope, you cannot beat the 11c non-machinable surcharge, as the envelope is still too thick to pass through the USPS test gage. One chip plus two thickness of anything that is likely to protect it in the mail is always going to be too much to meet the test.
