The complication comes from the fact that some of the chips are on Paul-Son's fantasy colors and inserts. (Paul-Son "fantasy" chips were chips made in the thousands (perhaps tens of thousands) and sold from their retail stores (now all closed) for use in home games.
The chip you are showing is an example of the color and insert combination that appeared with many fantasy sets. The problem with using those colors for an acutual casino are obvious, and that is why many collectors will arguse the "never opened" aspect. While I do not have any specific information to argue the never opened position, I do have to agree with the fanatsy aspect for some of the chips.
