I collect fractionals like this and I've never seen one with concentric-circles on the coin.
The BudJones plastic will change color with time and environment. The ones I've seen will revert to the original color if you put some oil on them, indicating that it's just a change in the surface composition. I haven't seen the chip Nate shows in two colors though.
