Question for the Odds Makers and Statisticans..

A raffle with 725 books being sold. Four tickets per book at 25 dollars each or 1 book for 100 dollars. First place is 18,125 dollars, 2nd place is 10,875 dollars and third place is 7,250 dollars. Those are the nubers assuming all books are sold.
What are the odds? At what odds does it pay to enter?
