It appears they purchased the blanks and had their own inlay stickers made & applied... or, had Claysmith Gaming do the whole job for them (more likely).
I did see a USA address for Claysmith, but it's also likely that they were just an importer of these chips from being manufactured in China. An added-value reseller of sorts.
Not a particularly secure arrangement, if their green $25 value chips could be stickered with home made inlays onto blanks that were publicly available at that time. (But if someone tried to ring-in counterfeit $25 chips into a small cardroom like that, it would be noticed pretty fast!! )
