A $5 Peppers Club chip is certainly a good chip, but having a known population of 4+ chips does not make it a super rare high valued top-shelf chip. To have a chip from that category you will need a pre 1970's Las Vegas 1 of 1 known or better yet a unlisted chip from the likes of the Flamingo, Sands, Etc. These are the most desirable of all Casino chips, having sold for 100K+ in the past. That is the top tier of this casino chip hobby. And some of the people that have these chips don't belong to this club, and have no desire to ever talk about their collections. Most of the collectors who have been in this hobby for 25 years+ know exactly what I'm talking about.
