He knew how to make inlays and the chip could have been from any number of common $5 chips or even a blank. It does not mean that he took the inlays from a real $2.50 Club Royale chip and put them on a real $5.00 Club Royale chip. It doesn't make sense to destroy two valuable chips to make an error chip, but it doesn't have to, there are other ways the $2.50 Club Royale chip could have been concocted.
