I believe that there are many uses for no value chips:
- tournament use
- free play
- souvenir

Likely others as well. I believe that the free play chips get the non negotiable label due, and the tournament chips get the no cash value label. I would have to look at some regulations to confirm, but in short, I believe that it’s tied to their expected usage.
